Subject: "The Public Procurement Regulations, 2003"

No. IMED/CPTU/0201A/293 - The Government hereby issues the "The Public Procurement Regulations, 2003" with the objective of establishing transparency and accountability, creating a congenial environment for directing the purchase programs, for ensuring equal treatment of all bidders and for bringing in dynamism and increasing efficiency of the purchase and acquisition/collection programs of the public sector. These regulations will be equally applicable to purchase processes of both the development and non-development sectors.

2. Any rules and regulations and orders concerning the purchase and collection programs existing prior to the issuance of "The Public Procurement Regulations, 2003" which do not conform to any part of the new regulations can be considered to be annulled or revised. Any circulars, orders and directives existing immediately prior to the issuance of these regulations and which are not in contrast to these new regulations will continue to remain in effect until and unless they are specifically modified or annulled by these new regulations despite the other annulments that have been made the new regulations.

3. These regulations have been issued in the public interest and will be effective with immediate effect.
